Jendayi Frazer speaks about the evolution of U.S. policy toward Somaliland, added that although we did not formally recognize it, we respected it in our dealings with it. So, we are really nothing at all — the last kind of political statement I was aware of was, the AU is looking at this, and we are waiting to see how they deal with it. I think then Johnnie Carson came in as an assistant secretary and said we do not recognize Somaliland as an independent state under the Obama administration. I think that is related to other emerging autonomous regions, so the land movement has changed again.
The former Assistant Secretary of State for African Affairs, who visited Somaliland on 3 February 2008, spoke at length about the obstacles to her leading efforts to gain recognition for Somaliland at the time, and on these and other issues related to US policy for Africa.
Jendayi Frazer said there was a crisis in Africa at the time of the conflict in several African countries, and she spoke about this in a lengthy analysis published in the Council on Foreign Relations (CFR), in particular the Transition and Africa Program.
