Somaliland: How to Develop a policy governing storage, and dissemination of sensitive information

Develop a comprehensive policy governing the classification, storage, and dissemination of sensitive information

The Somaliland government must take decisive and stringent measures to effectively control and monitor social media activities, particularly on platforms that are widely used by the people of Somaliland. The current state of social media has deteriorated into a situation that exceeds acceptable limits, with numerous users neglecting fundamental principles of unity, solidarity, and mutual respect that are vital for the cohesion of our society.

Rather than promoting community harmony and constructive dialogue, social media has increasingly become a breeding ground for conflict, spreading discontent, and enabling the dissemination of propaganda that undermines our national unity and integrity. Offensive narratives and misinformation have proliferated unchecked, leading to heightened tensions and divisions among different segments of the population.

In light of these growing concerns, the government must undertake a thorough analysis of social media trends and their impact on society. This should include considering the implementation of temporary bans or the closure of specific platforms that consistently perpetuate harmful narratives or misinformation. Additionally, the government should prioritize holding accountable those individuals and organizations responsible for spreading false information, utilizing legal frameworks that can effectively curb such activities.

By taking these actions, the government can help restore accountability and responsible communication principles, encouraging a more peaceful and united Somaliland.

Furthermore, the government must place a high priority on the safeguarding of sensitive information by implementing comprehensive measures to manage classified documents securely. This includes establishing strong protocols for access and ensuring that only designated, trustworthy individuals, such as cleared personnel who have undergone thorough background checks, can view or handle these documents. Recently, the reckless behaviour exhibited by certain social media users, who have openly disclosed confidential government materials, poses a significant threat to our national security and undermines the public’s trust in governmental institutions.

In addition to information security, it is critical for government officials to redirect their efforts away from internal disputes and toward the improvement of operational efficiency within their respective departments. Many ministries lack a clear understanding of their formal mandates and responsibilities, complicating their ability to serve the public effectively and respond to pressing national issues. By clearly defining these roles and facilitating inter-ministerial collaboration, the government can make a more responsive and accountable administration.

Addressing these issues will enhance the government’s internal operations and contribute to the development of a more informed and cohesive society. A structured and strategic approach is essential for effectively regulating social media while maintaining public trust and protecting our national security.

To this end, here is a detailed plan outlining how the Somaliland government can tackle these challenges:

  1. Develop a comprehensive policy governing the classification, storage, and dissemination of sensitive information, which includes training for officials on managing classified materials and the consequences of unauthorized disclosures.
  2. Form a committee composed of representatives from various ministries to enhance communication, streamline processes, and clarify roles and responsibilities, ensuring that departments work in harmony toward common goals.
  3. Conduct an educational campaign aimed at the public and social media users, highlighting the importance of safeguarding sensitive information and the potential consequences of disclosing confidential documents.
  4. Develop and enforce legislative frameworks that outline acceptable online behaviors, while providing guidelines for social media owners to prevent the dissemination of classified information.
  5. Encourage open dialogues between the government and citizens, utilizing forums and public meetings to discuss issues related to national security and the role of social media, empowering an environment of trust and cooperation.

The core issue stems from a government department disseminating classified documents to social media. To tackle this problem, the Somaliland government should consider implementing a comprehensive plan. The government can effectively mitigate information security risks, enhance its operational efficiency, and promote a more informed and engaged citizenry.
