Policy Proposal for Merit-Based Government Appointments in Somaliland

  • Introduction:  

To ensure effective governance and promote national progress, the appointment of high-ranking government officials—including Ministers, Director Generals, and Commissioners etc.—should be anchored in merit, competency, and integrity. While achieving regional balance remains a significant consideration in the political landscape of Somaliland, it must not override the essential criteria necessary for cultivating effective leadership and stewardship of public resources.

Criteria for Appointment:

All individuals appointed by presidential decree must meet the following three key qualifications:

1. Education:

Candidates must possess relevant academic qualifications from recognized and accredited institutions, preferably with degrees or equivalent that pertain directly to the responsibilities of the role they are assuming.  

Higher educational attainment should include advanced degrees (Masters or Doctorate) in relevant fields such as public administration, law, economics, or international relations, as appropriate to their specific positions.

2. Experience:

A proven comprehensive track record in leadership, governance, or pertinent professional expertise is essential. Candidates should have at least 5-7 years of relevant experience in roles that illustrate their capacity for managing complex governmental functions.  

Practical experience should ideally span both public service and private sector management, including previous roles in local government, NGOs, or international organizations, demonstrating an understanding of the multifaceted challenges faced by the government.

3. Quality & Integrity:

Candidates must exhibit strong ethical standards and a history of professional integrity, with verifiable references or testimonials from past colleagues or supervisors that speak to their character and decision-making abilities.  

Demonstrated leadership skills should include the ability to build consensus, negotiate effectively, and inspire teams. Their commitment to national development may be evidenced through active participation in community service or development initiatives.

Implementation Strategy:  

To institutionalize this policy and ensure its effectiveness, the following steps are recommended:

1. Establishment of an Independent Vetting Committee:

This committee should be composed of non-partisan experts from various fields—including legal experts, economists, and seasoned public servants—to thoroughly assess the qualifications and suitability of candidates applying for high-ranking positions.

Summary:

With President Abdirahman Mohamed Abdillahi’s strong mandate and Somaliland’s current unity, an opportune moment exists to empower governance by ensuring the right individuals are appointed to critical positions. By prioritizing education, experience, and integrity, we can enhance government efficiency, restore and strengthen public confidence, and drive the continued peace, stability, and progress of the Republic of Somaliland. This commitment to meritocracy will serve as a cornerstone for sustainable development and governance in our nation, of Somaliland.
