Ethiopia’s approach to the MOU signed with Somaliland on January 1, 2024, reflects a delicate, but strategic diplomatic balancing act.

Despite active efforts from the Somali government, Turkey, Djibouti,
and even the United States to derail the agreement, Ethiopia has maintained a firm stance, signalling its
commitment to the MOU. Ethiopia views the deal as crucial to its geopolitical interests, particularly access
to the Red Sea through Somaliland’s Berbera port. Given its landlocked position and growing economic
ambitions, this is a priority for Addis Ababa. However, Ethiopia’s stance remains nuanced, as it does not
wish to completely alienate regional players such as Somalia or jeopardise its relationships with influential
actors like the U.S. or Turkey.
